SVO books Ex-Secretary of JKAACL for abusing official position
Jammu, December 02: Rafiq Ahmed Masoodi, the former Secretary, J&K Academy of Art, Culture and Languages (JKAACL) has been booked by State Vigilance Organisation (SVO) under the charges of misusing his official position.
According to media reports, the State Vigilance Organisation has alleged that the former secretary had appointed orderlies, chowkidars, gardeners and sweepers in the academy illegally during his tenure. This has been termed as “abusing his official position in active criminal conspiracy with the beneficiaries and in utter violation of rules and regulations during the year 2006” by the SVO.
A team of SVO had conducted investigation in the case and revealed that in the advertisement posted in September 2003 for the post of gardener, only one candidate had applied by the due date but the secretary managed the appointment of 18 other candidates as chowkidars, orderlies, gardeners and sweepers. The applications of other candidates for these posts were found without mandatory date and postal orders.
SVO also found overwriting in the evaluation sheets prepared by the interview committee. Besides, the evaluation sheets prepared by the interview committee did not even consist of the name of one selected candidate. Furthermore, one of the candidates was not even the permanent resident of J&K.
“It has been found in the verification that there were instances of undue favour conferred upon the beneficiaries who had not applied in time and had not fulfilled the requisite formalities as per the advertisement,” the spokesperson of SVO stated.
SVO has also alleged that there was an advertisement for two posts of junior assistants and the secretary managed appointment of 10 candidates while only three of them had submitted their application forms with postal orders before the cut-off date and the rest of them had submitted their application forms without the postal orders.
“Some of the candidates had even exceeded the maximum age limit but the secretary managed their regularisation and even promotions,” said the vigilance official.
“Clearly, Rafiq Ahmed Masoodi, the then Secretary, JKAACL, in league with the beneficiaries had abused his official position and thereby conferred undue benefit upon the beneficiaries,” he added.
Meanwhile, an FIR has been registered against the accused.
