RDD Minister reviews developmental scenario in Doda

DODA: Minister for Rural Development and Panchayati Raj, Abdul Haq Khan today said while the Coalition Government is committed to work for the welfare of every region of the State, the Chenab Valley area get special attention because of its treacherous terrain.

          This was stated by the Minister while reviewing sector-wise physical and financial achievements in district Doda under Annual Plan 2014-15 at a meeting of district officers here today.

          Minister of State for PWD (R&B) and Revenue Mr. Sunil Kumar Sharma, MLA Bhaderwah Mr. Daleep Singh, MLA Doda Mr. Shakti Raj, MLC Mr. Naresh Kumar Gupta, MLC Mr. Firdous Ahmed Tak, Deputy Commissioner Doda, Mr Bhupinder Kumar, Director Rural Development Jammu Mr. G.N Balwan, besides sectoral officers were present at the meeting.

          The Minister took a detailed review of the progress of schemes and works in Agriculture, Apiculture, Soil Conservation, Horticulture, Fisheries, Rural Development Department, R&B, Power, PMGSY, CA&PD, Education and other line departments.

          The Minister directed the officers to work in a visionary way for the development of key sectors and asked them to bring innovation for getting better results. He asked Deputy Commissioner Doda to closely monitor the progress of such sectors.

          Laying focus on the convergence between various departments to pool the resources, Haq Khan asked Fisheries and Agriculture Departments to make a convergence plan in coordination with Rural Development Department in which the labour component could be provided by the RDD.

          Minister expressed concern over the low production in Fisheries sector, which otherwise has a huge potential in the region and directed the Department to inculcate interest among the progressive farmers about the benefits of investing in this sector so that their economic condition could be improved.

          While reviewing the progress of Rural Development Department in the District, Minister impressed upon the Assistant Commissioner Development Doda to verify all the IAY cases on time so that the installments could be released well in time, besides asked him to ensure that all proceedings of the Gram Sabhas are properly video graphed .Minister also constituted a committee headed by ADC Doda Mr. Imam Din to examine the works executed by the Rural Development Department in Udyanpur, Trown and Bharat Bagla panchayats of District Doda and directed them to report actual status of the works executed in these panchayats within ten days. He further directed DC Doda to conduct a inquiry on the construction of an additional BDO Office in the premises of Earlier Block Development office Bhaderwah and report with the factual position to the Minister.

          Answering to the demand of the liabilities in Rural Development Department, Mr. Haq Khan asked ACD Doda to forward the details of the nature of the liabilities for the consideration at the Ministry level.

          Responding to the demand of the people for the early and permanent restoration of Batote – Doda National Highway, Minister for RDD directed SE PWD Doda to nominate one officer in charge of all major landslide prone spots on the National Highway for monitoring the clearance of the road on these vulnerable spots.

          SSP Doda Mr. Z.N Manhas was impressed upon to constitute  joint teams of officers/ officials comprising one officer/ officials from Revenue Department, One from Police and another from Engineering Department and the teams constituted  will supervise the road restoration works in the District, besides it was also decided in the meeting that a Joint Control Room should be constituted at District headquarters and the phone  numbers should be publicized so that the people can know the status of the roads from control room before leaving their station for onward journey.  To prevent any untoward incident on the Batote-Doda-Kishtwar national Highway which is vulnerable to land slides ,directions were  conveyed to SSP Doda to restrict the movement of passenger during night till the roads are suitable for travelling .

          MoS PWD (R&B) and Revenue Mr. Sunil Kumar Sharma said that a draft proposal to link the GMC Jammu with the  hospitals of erstwhile District Doda is in pipeline by which the services of the Medical students  doing internship will be available in these hospitals. He said that a proposal for advance disbursement of ration to the people during bad weather and during the part of the year in which they  remain disconnected is also in the consideration of the government and soon a decision will be taken in this regard. For providing alternate road connectivity to the twin District i.e Doda and Kishtwar Mr. Sunil Sharma said that tenders have been floated for preparing DPR for the Marmat – Sudhmahadev Tunnel and hoped that the work on this vital project will start soon.

          Earlier, Deputy Commissioner Doda Mr. Bhupinder Kumar in a power point presentation gave a detailed account of sector wise physical and financial achievements made by different departments in the District and informed the house that against the total approved outlay of Rs. 8706.21 lacs the revised outlay for 2014-15 was Rs. 6611.03 lacs and the expenditure ending March 2015 was Rs. 5925.96 lacs which is about 89.65 percent expenditure . He also briefed the Ministers of the magnitude of the damages caused to life and property in the District due to recent heavy rain falls and the landslides that followed it. DC Doda also informed that due to heavy rains and slides 1706 houses suffered damages  and 177 families were relocated to the safer places by the District Administration Doda. He also added that the administration is identifying the land for rehabilitation of those affected families who neither have their own alternate land for the construction of house nor they could reside in their existing  houses from where they are relocated to safer places due to the risk of further slides and land sinking .

          Besides the Ministers also reviewed the status of damaged Power Transformers  and directed DC Doda to ensure that an officer is nominated as incharge of the Workshop where transformers are repaired and further impressed upon him to personally monitor the repair and replacement of damaged transformers.

          Fixation of the rates of essential commodities, market inspections to verify the actual rates charged by the shopkeepers, transportation of essential supplies to the District Headquarters among other issues in the CA&PD Department were also threadbarely discussed and necessary instructions were conveyed to  the concerned quarters.

          Earlier, Minister for RDD inspected Grameen Vikas Bhawan (ACD Office) Doda  and directed the ACD Doda to do proper exercise  on the feasibility of construction of multi office buildings so that the problem of shortage of land for construction of official building in RDD is minimized  besides sought the Revenue status of the land to know any encroachments of the land acquired by RDD Doda.
