Committee constituted to frame policy for regularization of casual labourers

SRINAGAR, JUNE 17: Minister for Revenue, Relief & Rehabilitation, Syed Basharat Bukhari today informed the House that the Government has constituted a Committee to work out an appropriate policy outlining all possible options for regularization of causal, seasonal and need based workers.

Replying on behalf of Finance Minister to a clubbed question of Qaiser Jamsheed Lone, Mohammad khursheed Alam, Vibodh Gupta and Master Noor Hussain, the Minister said there are 61000 casual, seasonal, need based and other categories of workers engaged by various departments across the State.

The Minister said the Government has put ban on engagement of casual labourers and the delegation of powers with the Departments to engage causal laborers too stands withdrawn.

Regarding National Youth Corps (NYC) volunteers, the Minister said NYC’s were engaged by the District Selection Committee headed by DDCs and were deployed to different offices/departments at a monthly honorarium of Rs. 2500 for a period of two years. He said after expiry of the term, 7700 NYC’s were deployed to different departments and offices, of which 6956 were practically working in different Departments.

Mr. Bukhari informed that adhoc/contractual/consolidated appointees engaged up to April 28, 2010 are regularized under provisions of the J&K Civil Services (Special Provisions) Act, 2010.
