The campaign for the first phase of Assembly elections ended with Congress leader Ghulam Nabi Azad and JKPCC Chief Saifuddin Soz releasing the election manifesto. In the election document, which is called Pledge and runs into 38-pages, the Congress has repeated its promises from the 2002 and 2008 Assembly elections. The party has resorted to playing it safe and maybe too cautiously.
The new addition to Congress’ Roadmap for Jammu and Kashmir is the promise for constitution of Minority Commission in the state. The document reads, “The Congress remains fully committed to the comprehensive devolution of power to all three regions of the state, so that the people of the State would be free to realize their full potential. When elected to serve, the party will constitute two fully empowered Regional Councils, one for Jammu and the other for Kashmir.” It further says, ”Also separate Development Councils operating under the umbrella of Regional Councils, one for Chenab Valley and another for Peer Panchal Valley will be set up.”
