DC holds meeting with Political Parties, Bankers

KATHUA: District Election Officer (Deputy Commissioner) Kathua convened a meeting with all political parties, independent candidates and Bankers to elaborate and discuss various issues related to Model Code of Conduct, Expenditure Monitoring, Certification of advertisements, ethical voting, banking transactions, electoral awareness and other issues.
The DC elaborated the provisions of model code of conduct for guidance of political parties, facilities provided through the district election cell, single window system for clearance of all permissions within 4-5 hours, procedure for allotment of guest houses, complaint cell, redressal of public grievances, addition of votes under continuous updation, establishment of model polling stations, code of ethics to be observed by the election related officials, arrangements made for electoral awareness and participation. Former MLAs and MLCs, presidents of various political parties including BJP, Congress-I, BSP, NC, National Panthers Party and state parties participated in the meeting apart from Addl DC Prasanna Ramaswamy and ACR Suraj Parkash Rukwal.
Bankers were directed for furnish transaction reports through the Lead District Manager daily at 1030am to the district election cell indicating the transaction above Rs 1 lakh. They were asked to facilitate the contesting candidates and open their accounts before the date of nomination. Guidelines of Ministry of Finance and Election Commission of India regarding baking transaction were elaborately discussed in the meeting.
Political parties were also informed about the role and functions of flying squads, video surveillance teams, sector and zonal officers, micro-observers and other election related officials. Parties were asked to nominate BLAs at an earliest for their timely training. The DC asked the political parties for greater participation in the awareness camps being organised under the SVEEP campaign.
Issues related to removal of hoardings and defacement of public property were also discussed in the meeting and accounting the expenditure incurred by Returning Officers in removal of hoarding into the expenditure registers of parties and candidates was outlined.
Pre-certification of political advertisements which is mandatory as per the ECI directions was also discussed in the meeting and procedure adopted for this was informed to the political parties.
