The Governor NN Vohra is likley to come up with a budgetary proposal for 2016-17, it will announce the annual budget for the next financial year. Under the J&K constitution the Governor has both legislative and executive powers for the first six months of his rule. so in that case he can pass the budget.
If there is no sign of any governmnent formation in six months of Governors rule after that it become President rule and the legislative powers are transferred to Parliament.
Jammu and Kashmir came under Governor’s rule by Governor NN Vohra on January 8. His efforts to build up the government was not appreciated by both BJP and PDP. The two parties had ruled in partnership for a little over 10 months until the death of Chief Minister Mufti Mohammad Sayeed on January 7.
The Governor is likely to take a final decision any time, according to sources. As the budget concerns 1.25 crore people of the state the government has to be kept going.“It is a constitutional requirement that the Governor has to fulfil as less than one month is left for the current fiscal year to end,” said a senior functionary of the government today.
It is expected that the budget’s primary focus will be on the flood victims that had hit hard the state in September 2014. It will be for the first time during his tenure that Vohra will come forward and J&k Budget.
