Not many days ago, there was a ‘Farmaan’ from the Jammu and Kashmir government under which it was made mandatory that the government officials wear seat belts, at least when travelling in the government vehicles.

The ‘Farmaan’ obviously has remained on paper and never came in force as is visible in these images.

The constant requirement of rebellion in CIVILIANS comes from seeing those in government services flouting the norms and getting away scot-free.

CIVILIANS ARE PUNISHED when they flout the norms. They naturally want to see the government officials receiving the same treatment but when that does not happen, CIVILIANS decide to break the rules themselves. CIVILIANS ARE PUNISHED for breaking the norms again and the vicious hatred cycle takes form.
