JAMMU, Aug 22: The last few days saw circulation of messages on messaging applications across Jammu and Kashmir about the possible replacement of Governor NN Vohra by one of two names mentioned later in this piece.
The messages on WhatsApp mentioned quite a few names but the proposal to the centre had two names that of GOC of Srinagar based 15 Corps, Lt Gen Ata Hasnain and former IAS officer, Vijai Kapoor, who has served as Lieutenant Governor of Delhi in past
The centre, though actively considering the replacement has put the proposals on hold keeping in view the grave unrest hitherto in the the valley and NN Vohra is to continue as Governor till the time normalcy is restored in the State.
The Centre, under present circumstances, has infact fully backed Vohra’s presence as governor owing to his extensive experience in handling of sensitive situations in J&K. Centre is very much interested in replacing NN Vohra but not at this time.
Vohra, 79, after Jagmohan is the first civilian Governor of J&K to have witnessed an agitation, first in 2008 and then in 2010.
Vohra also has a non-controversial track as Governor of an extremely volatile State such as Jammu and Kashmir.
He was offered an extension till 2018 before his first was term was to get over in 2013. For his clean career slate, Vohra enjoys good relations with people across the political circles.
Vohra had conveyed to the central leadership recently of his desire to relinquish the gubernatorial job, however, the Centre requested him to continue till a suitable replacement can be found for J&K. Things were in pipeline except the 44-day old violence in the valley has shifted the plans for replacement at present.
From among the two top considerations for replacing Governor Vohra, Lt Gen Syed Ata Hasnain is the former Corps Commander of the Srinagar based 15 Corps. Hasnain is known for initiatives to redress the grievances of citizens. His tenure witnessed cordial relations between the Army and citizens in the valley.
Hearts Doctrine was Hasnain’s brainchild with focus on the people of Kashmir as its central plot. Hasnain received the first civilian honour by the Capital Foundation of Delhi for exceptional Military leadership awarded by Vice-President Mohammad Hamid Ansari on Sep 7, 2013.
Vijai Kapoor, a 1961 batch Indian Administrative Service official is famous for the implementation of the Delhi Metro Rail Project during his tenure between 1998 and 2004. Kapoor was the Secretary, Defence production and is considered to be close to senior BJP leader L K Advani. After retiring in 2003, Kapoor has been a special invitee to the BJP’s national executive since 2006 and formally joined the Bharatiya Janta Party on October 4, 2008.
He is presently posted as Director at Gujarat State Fertilizers and Chemicals Limited.
