|11442 SPOs engaged through transparent selection process: Hanjura|

|Jammu, January 22: Minister for Agriculture Ghulam Nabi Lone Hanjura, while responding to a question on behalf of Minister for Home, said 11,442 SPOs have been engaged in the last three years in the state.
Replying to a question of Legislators Ghulam Nabi Monga and Thakur Balbir Singh, the Minister said District Level Committees were constituted in 2016 under the chairmanship of concerned Deputy Commissioners to carry out the process of engagements of SPOs.
While intervening in the question, Minister for Parliamentary Affairs Abdul Rehman Veeri said the state government carried out a transparent recruitment process for engagement of SPOs in the police department.
He further informed that previously the engagements of SPOs were carried out on operational grounds by the concerned district Senior Superintendent of Police/Unit Heads with prior approval of the concerned Authorities i.e. Police Headquarters/Zonal Heads/Range Deputy Inspector General of Police, taking into consideration the right aptitude, ability to collect actionable intelligence and its speedy dissemination as also yearning to be a part of the state security set-up.

Minister for Parliamentary Affairs Abdul Rehman Veeri informed the house that keeping in view the impact on the employment scenario in the state and other relevant aspects, the government shall examine various issues raised in the representations seeking abrogation SRO-202.
The Minister was replying to a question raised by legislator Mohammad Khursheed Alam.
The Minister said Jammu and Kashmir Special Recruitment was notified vide SRO Rules 2015 dated 30.06.2015, which interalia, provide for filling up the vacant posts in various departments in a time bound manner.
He further informed that 6420 appointees are working in various government departments as on date, pursuant to SRO 202.
PMAY under implementation in JK: Dy CM
The Deputy Chief Minister Dr Nirmal Singh informed the House that Prime Minister Awas Yojana (PMAY) is under implementation in the state which envisages ‘Housing for all by 2022.’
The Deputy Chief Minister was replying to a question raised by Ashok Khajuria in the Upper House.
The Deputy Chief Minister said that PMAY-HFA (U) and PMAY (G) mission aim at addressing the aggregate housing demand by 2022.
Dr Singh said that PMAY is under implementation in entire state.
The Deputy Chief Minister informed that under PMAY-HFA (Urban), central assistance of Rs 1.50 lacs and state share of Rs 16,666 for construction of each house for identified economically weaker section household is admissible under beneficiary led construction.
Whereas financial assistance of Rs 1.30 lac per house is being implemented in rural areas, by Rural Development and Panchayati Raj Department, PMAY–Grameen to eligible beneficiary.
Dr Singh informed said that Rs 12000 for construction of Toilet units in convergence with SBM (G) / MGNREGA and 90-95 days of unskilled wage labour under MG NREGA over and above is also admissible.
JU offsite campuses to get all facilities: Altaf Bukhari
Minister for Education, Syed Mohammad Altaf Bukhari today informed that all offsite campuses of University of Jammu would be established and infrastructure facilities will be provided for the smooth functioning of these campuses.
Replying to a question of Legislator Yash Pal Sharma, the Minister said that Poonch Campus of University of Jammu was approved by the University Council in 2008 and accordingly, 61 kanals and 7 marlas of land situated at Dingla Poonch was acquired by the government for establishment of the campus.
Giving details, the Minister informed that the University Grants Commission (UGC) sanctioned one-time grant for infrastructure development of the campus in 2011. The total amount sanctioned for Poonch campus was Rs. 1,469.71 lakh where as Rs. 734.85 lakh was released as first time installment in January, 2012 and the work was started, he added.
The Minister informed that the status of construction work of Academic block of the campus has been completed upto slab of ground floor, whereas all slabs of girls hostel have been laid, work on portion of boundary wall of the campus have also been completed and construction work of boys hostel is suspended due to some reasons.
He said the state government has sanctioned Rs. 1.37 crore for further development of the campus, which was hampered due to floods in 2014 for which first installment has been released.

Govt issues 2 types of licenses to transporters: Sunil Sharma
Minister of State for Transport Sunil Kumar Sharma today informed the House that two types of companies’ licenses are being issued by the State Transport Authority including Agent’s License and Motor Transport Service License.
Replying to question raised by Choudhary Vikram Randhawa, the Minister informed that the Goods Carrier companies must have proper accommodation for storing goods or booking goods, as per rule 133(b) which is reproduced as “the suitability of accommodation, under the control of the applicant for the storage of goods at every operating place.”
The Minister said that NOCs from the Transport Companies for renewal of permits is not mandatory. However, the letter of Attachments are being obtained from the Registered Transport Companies for renewal of permits to confirm about the permit holder that he is live or outlived.
The Minister informed that route permits and fitness certificates are being renewed as per Motor Vehicle Act and Rules framed and no unauthorized persons are allowed to process these files. However, the representatives of Registered Transport Companies are allowed to process the documents of affiliated/attached vehicles of their fleet.
He further said a Circular in this regard stands already issued by the Transport Department. Only those persons who have been authorized by the registered Transport Companies are allowed to process the files of their respective registered Transport Companies. These persons work on valid identity cards issued by the concerned registered Transport Company, he added.
