J&K Govt ordered major reshuffle, Recalls 231 KAS officers

Jammu and Kashmir government on Tuesday ordered major reshuffle in middle rung bureaucracy and placed 231 Junior Scale Kashmir Administrative Services officers of 2011 batch and 2013 batch at the disposal of the different administrative departments in three phases.

The state government Tuesday recalled the 231 junior scale KAS officers of 2011 batch and 2013 batch who were deployed with different departments.
As per a government order the junior scale KAS officers of 2011 batch, who are presently deployed in different departments in terms of government order no 922-GAD of 2015 dated 1 July 2015, read with various government orders on the subject, were recalled. Likewise the junior scale KAS Officers of 2013 batch who are presently deployed in the Department of Rural Development and Panchayati Raj in terms of government order no 895-GAD of 2014 dated 19 August 2014 have been recalled.

The order further read that the services of these KAS officers have been placed at the disposal of the administrative departments in three phases. It has been further ordered that the officers figuring in Phase-I shall join the new departments immediately, however the officers figuring in Phase-II and Phase III shall move exactly after a gap of one and two months, respectively, from the date of this order.

However the officers including Malik Suhail Ahmad, Syed Faheem Ahmad Bihaqi, Dr. Amir Hussain, Nuzhat Qureshi, Sarib Sahran, Dr. Bashir Ahmad Bhat, Dr. Manisha Koul, Rizwan Asgar, Sanchi Mishra, Jahangir Ahmad, Neha Sharma, Nazia Choudhary, Shaid Iqbal, Mukhtar Ahmad Dar and Mehrajuddin and Mumtaz Ahmad Pir and Muzaffar Ahmad Sheikh, Syed Yasir Farooq, Adil Fareed, Syed Farooq Ahmad and Ajay Salaan have been asked to continue in the departments where they are presently deployed for a period of six months.

“ The officers have been asked to continue in the departments where they are presently deployed, for a period of six months or till further orders, notwithstanding their allocation of new departments in any of the three phases of rotation, till further orders,” read the government order.

As per the government order the Junior Scale KAS Officers of 2011 and 2013 batch posted in the personal sections of Ministers and Ministers of State have been asked to continue at their present places of postings “notwithstanding allocation of new departments to them in any one of the three phases.”

According to the order, the Junior Scale KAS Officers of 2011 and 2013 who are presently on any kind of leave, shall immediately “on expiry of such leave report to the Administrative Department at the disposal of which his/her services have been placed; the respective administrative departments shall post the officers, excluding those mentioned at ii & iii immediately, strictly in conformity with the guidelines detailed in transfer Policy notified vide government order No. 861-GAD of 2010 dated 28.07.2010.”

“Such officers appointed to the service (Junior Scale KAS) on the basis of being a resident of backward area or an area adjoining line of actual control shall be posted in their respective backward areas/areas adjoining line of actual control, as the case may be, in terms of Section 3(2) of the Jammu and Kashmir Reservation Act 2004, as amended from time to time, and in terms of Circular issued by General Administration Department under endorsement No. GAD/Mtg/RB-IV/29-1-2012,” it added.
