JMC directed to take action on Raman Bhalla’s illegal house


Jammu, December 04: The commissioner of Jammu Muncipal Corporation has been directed to initiate appropriate action against the Former Revenue Minister Raman Bhalla for a major violation of law made by him during the construction of his palatial house.

The directions were made by the bench of Justice Bansi Lal Bhat of J&K High Court Jammu Wing while hearing a petition seeking directions to Commissioner Jammu Municipal Corporation (JMC) to perform JMC’s statutory duties under J&K Control of Building Operations Act (BOCA), 1998. The former revenue minister has violated the approved plan made for the construction of his house at at Deeli, Jammu. This information had first come to fore after a PIL was filed by Prof SK Bhalla against Raman Bhalla’s palatial bunglow at Deeli.

The bench heard the petition and issued notices to the Commissioner/Secretary GAD, Commissioner/Secretary Housing and Urban Development Department, Commissioner JMC and Former Revenue Minister Raman Bhalla returnable within three weeks. Meanwhile, the JMC Commissioner has been given three weeks time to file the Action Taken Report in the case.

The bench observed the petition has been filed by the petitioner after the commissioner failed to take action against the major violation by former minister. The corporation has failed to exercise its statutory power under J&K Control of Building Operations Act, 1988 and choose to shut eyes over the issue.

The court further observed that the Municipal Commissioner Jammu is reluctant in taking any action pertaining to the fact that since Raman Bhalla had been a Cabinet Minister in the previous regime.
