Regularization of Rehbar-e-Ziraat from 1st April: Gurezi

            JAMMU : Minister of State for Agriculture, Mr. Nazir Ahmed Gurezi informed the House today that the Rehbar-e-Ziraat employees would be regularized in three phases after completion of seven years of continuous service as envisaged in Rehbar-e-Ziraat regularization policy.   .

            Replying to a question by Mr. Durga Dass, the Minister informed that regularization of Rehbar-e-Ziraat phase 1st would start from 1st April 2014 and the Rehbar-e-Ziraat of Phase 2nd and 3rd would be regularized on first April 2015 and 2016 respectively.

1208 beneficiaries covered under IAY in Pahalgam: Sagar

IAY cases, MGNREGA works identified by PRIs

          Minister for Rural Development and Panchayats, Mr. Ali Mohammad Sagar today informed the House that 1208 beneficiaries of Pahalgam constituency have been provided financial assistance under Indira Awaas Yojana (IAY) during last fiscal and current fiscal upto January 14th, adding that the financial assistance was provided to these beneficiaries on the recommendations by concerned Panchayat Raj Institutions.

            Replying to a question by Mr. Rafi Ahmed Mir in the House, the Rural Development Minister said that out of 50 complaints and objections received from D. Pora and K .Pora Blocks under IAY, 30 complaints were found genuine and dropped from the select list of beneficiaries. He said these dropped out beneficiaries were replaced by genuine ones on the recommendations of PRIs. He also gave details of ineligible beneficiaries declared by the constituted Committee of officers empowered for the purpose.

            The Rural Development Minister said that out of 1049 works taken up for execution under MGNREGA in Pahalgam constituency during last financial year, construction of 656 works has been completed. He also gave details of the works taken up in different Halqas and Villages under MGNREGA, adding that these works have been identified in respective Gram Sabhas by concerned PRIs.

            Mr. Ashok Kumar, Dr. Shafi Ahmed, Mr. A. R. Veeri, Syed Basharat Bukhari and Advocate Abdul Haq raised supplementaries to the main question and demanded covering of maximum number of BPL families under IAY besides adequate provision of funds for completion and taking up of MGNREGA works on the recommendations of PRIs in their constituencies.

            Responding to the supplementaries the Minister said that IAY cases and MGNREGA works are being identified by PRIs and approved on their recommendations for sanction by the concerned authorities.

By 2021, 9000 MWs hydro power to be generated: Vikar

Power infrastructure in R. S Pura to be upgraded under r-APDRP

            Minister of State for Power, Mr. Vikar Rasool today informed the House that Government has framed a road map for generation of 9000 MW hydro power during the 12th and 13th Plan in the State, adding that in this regard J&K Hydro-Electric Projects Development Policy 2011 has been notified to encourage the private sector participation.

            Responding to the supplementaries raised by some members to the main question by Prof Gharu Ram today in the House, the Minister said that with the implementation of the policy, a road map envisaging addition of around 9000 MW power upto 2021 has been drawn up to increase the generation capacity under different modes in the State.

            The Minister said that under RGGVY the upgradation of power infrastructure in all districts especially in rural and hilly areas received focused attention adding that power infrastructure in urban areas would be upgraded under R-APDRP besides other State schemes.

            He said by initiating reformative measures the transmission and distribution losses of power has been reduced to a large extent in the State, adding that improvement for laying LT/HT lines besides installation of  transformers and construction of receiving stations received focused attention of the Government especially in rural areas under RGGVY. He said that RGGVY phase 2nd would be implemented soon in the State after approval by the Centre.

            The Minister said that equal attention is being given to address the electricity problems in all constituencies of the State adding that the concerns of the members highlighted would be meted out on priority.

            Replying to the main question, the Minister said that power infrastructure in R. S. Pura towns would be upgraded under r-APDRP, adding that in this regard a project report of Rs. 13.12 crore has been mooted to the Centre for approval. He said the town has also been selected as Pilot Town under r-APDRP, adding that in this regard ring fencing installation of digital and panel meters are being completed during this fiscal.

            The Minister said that augmentation of 6.3 MVA Receiving Substation Kullain to 10 MVA stand sanctioned and to take up this work the tendering process is at final stage.

Y Tarigami, Mr. Javed Ahmed Dar, Ms. Mehbooba, Mr. Ashwani Sharma, Syed Basharat Bukahari, Peerzada Mansoor, Syed Bashir Ahmed, Mr. Jugal Kishore, Mr. Balwant Singh Mankotia, Mr. Nizam-ud-Din Bhat, Er. Abdul Rashid, Mr. Yashpaul Kundal, Hakim Mohammad Yasin and Mr. A. R Veeri raised several issues related to overall development of power scenario in the State.  

1298 illegal constructions demolished in periphery of Dal Lake: Mir Saifullah

          Minister for Law, Justice and Parliamentary Affairs, Mir Saifullah on behalf of Minister for Urban Development and Urban Local Bodies informed the House today that 1298 residential house and other structures raised beyond 200 meters from the fringe of Dal Lake  without permission have been demolished by the Anti encroachment wing of Lakes and Waterways Development Authority in Srinagar till December last.

            Replying to a question by Mr. Mohammad Yasin Shah in the House, the Minister informed that in total 1370 houses and structures have been raised without permission beyond 200 meters from the fringe of Dal Lake from October 2014 till December 2013 adding that all illegal constructions in the area would be demolished and nobody would be allowed to raise their constructions beyond the limit in the vicinity of Dal Lake.

            The Minister informed that FIRs have been lodged against 72 defaulters whose constructions came up in the notified and green belt areas.

Two Bills introduced in LA

JAMMU, FEBRUARY 22: Two Bills were introduced in the Legislative Assembly today.

A Bill to amend the Jammu and Kashmir Wildlife (Protection)Act, 1978 (LA Bill No. 6 of 2014) was introduced by the Minister for Cooperatives, Dr. Manohar Lal Sharma on behalf of Minister for Forests, Mian Altaf Ahmed.

The Bill provides extraction of medicinal plants from the forests and wildlife sanctuaries by various stakeholders for the commercial purposes, which are prohibited at present.

Another Bill pertaining to the establishment of Ombudsman for Panchayats for the purpose of investigating charges of corruption or maladministration in Panchayati Raj Institutions in the State (LA Bill No. 8 of 2014) was introduced by the Minister for Rural Development and Panchayats, Ali Mohammad Sagar.

The Bill is aims at to enforce transparency and accountability in the Panchayati Raj System, especially in the functioning of the elected representatives of the Panchayats in Jammu and Kashmir.
