Land compensation cases for Police Post at old town Bla to be finalized soon: Sadhotra
JAMMU, FEBRUARY 26- Minister for Planning and Development, Mr. Ajay Kumar Sadhotra while replying to a Calling Attention Notice by Mr. G. N. Monga in the Legislative Council today said that land measuring 39 kanal, 11 Marla has been identified at Malyar Pora, Tehsil and District Baramulla for establishment of Police Post in Old Town.
The acquisition proceedings have not been finalized yet, as the police department has not deposited the funds with the concerned collector for payment of compensation to the concerned land owners.
The matter has been taken up with the SSP, Baramulla for release of funds and as soon as the requisite funds are placed at the disposal of concerned collector, the acquisition proceedings will be finalized and compensation paid, the Minister informed.

Left out cases of adhoc, contractual, consolidated employees being examined: Sadhotra
JAMMU, FEBRUARY 26- Minister for Planning and Development, Mr. Ajay Kumar Sadhotra, while replying to a Calling Attention Notice by Mr. Subash Chander Gupta said that as per J&K Civil Services (Special Provisions) Act-2010, all administrative departments were asked to furnish cases of adhoc / contractual/ consolidated employees to the Member Secretary of the Empowered Committee within 60 days from the commencement of the Act. However, many departments failed to furnish the relevant information within the stipulated period and as such new cutoff dates were extended from time to time.
The Minister said that despite these extensions, some departments have still left out the cases of adhoc / contractual/ consolidated employees, which they have furnished to the Empowered Committee beyond the cutoff date i.e. 15th of January 2013, for consideration. The Minister said that the matter is being examined.

JDA maintaining residential quarters at Nehru Mkt: Jora
Rs. 2.87 lakh spent on repair work in 2012-13
JAMMU, FEBRUARY 26- Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora while replying to a Calling Attention Notice by Mr. Nurboo Gialchan today informed the House that the residential quarters at Nehru Market Jammu are owned by the Estates Department and funds for necessary renovation are provided by the Department. However, he added that JDA is responsible for annual repair and maintenance of these flats and it has carried the necessary repairs in these quarters during 2011-12 and 2012-13, incurring an expenditure of Rs. 3.50 lakh and Rs. 2.87 lakh respectively.

MCs of Jammu Div asked to furnish list of Safai Karamcharis : Jora
JAMMU, FEBRUARY 26- Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora while replying to a Calling Attention Notice by Mr. Jugal Kishore today informed the House that Government is considering the demands of Safai Karamcharis and it will take some time to collect the authenticated list of casual labourers who are working as Safai Karamcharis and completed 7 years or more in service.
The Minister said that the Executive Officers of Municipal Corporations of Jammu divisions have been directed to furnish the list of above mentioned casual labourers as per their seniority.
Meanwhile the Minister said that after the meeting between Government and Safai Karamchari Union representatives  held on 19th February 2014, and assurances given by the Government to consider their demands, most of the Safai Karamcharis working in various MCs have called off their strike and rest have assured to resume their duties, in view of Shivratri Festival.

Maternity & Childcare services provided to Trehgam inhabitants through DH Kupwara, Handwara: Sham
JAMMU, FEBRUARY 25:  Minister for PHE, Irrigation and Flood Control Mr. Sham Lal Sharmasaid that the Department of Health is providing maternity and childcare services in every District Hospital of the State including District Hospital Kupwara and District Hospital Handwara.
The Minister, on behalf of Health Minister, was replying to a question by Mr. Mohammad Rafiq Shah in the Legislative Council today.
Replying to Supplementary by Mr. G.N. Monga, the Minister said that Maternity and Childcare facilities to the area are being provided 24X7 under NRHM scheme through District Hospital Kupwara and District Hospital Handwara.

Committee report on new Degree Colleges under examination
Minister for Planning & Development Mr. Ajay Kumar Sadhotra, replying to a question by Ravinder Kumar Sharma, informed the House that the twin Central Universities of Kashmir and Jammu were sanctioned during the year 2011.
The Minister said that 4254 kanal – 14 Marla of Forest land was acquired for establishment of the Central University of Jammu for which an amount of Rs. 22.45 crore stands released as compensation to the Forest Department. He said, the funds to the tune of Rs. 4.52 crore have been released to the Deputy Commissioner, Samba for final award for the Private and Evacuee land measuring 625 kanal and 05 Marla.
Mr. Sadhotra informed that the University has recently commenced the construction of the building for Directorate of Distance Learning, initially to be used to pursue the academic activities, residential accommodation for faculty, students’alongwith associated services and utilities at an estimated cost of Rs. 116.29 crore. The University has released an amount of Rs. 69.37 crore for undertaking the infrastructural development, against which an amount of Rs. 20 crore stands utilized so far, the Minister informed.
Referring to Central University of Kashmir, the Minister informed that the University has already taken over possession of the land measuring 503 acres at village Kurhama-Tulmulla-Zarigund of District Ganderbal and an amount of Rs. 20.50 crore stands released by the Central Government for infrastructural development of the University.   The fencingwall and site office has been constructed at the campus to provide logistic support to the University officials involved in the construction at an estimated cost of Rs. 11.85 crore, he said.
Mr. Sadhotra further informed that four Universities in the state namely  University of Jammu, University of Kashmir, Islamic University of Science & Technology Awantipora and Baba Ghulam Shah Badshah University, Rajouri are being paid Grant-in-Aid out of plan/non-plan funds. He said Universities of Kashmir and Jammu being old Universities of the State have now started their campuses in District headquarters facilitating the students to pursue higher studies in their respective district headquarters.
The performance audit of the University of Kashmir stands conducted by the Audit party deputed by AG’s office, J&K Srinagar for the period 2008-09 to 2012-13. The findings of the said Audit have been responded to by the concerned University.
The audit of the accounts of the University of Jammu has been conducted in two spells, first one upto March, 2010 and the 2ndw.e.fIst April 2010 to 31st March 2013 by the Principal Accountant General, J&K Srinagar. However the report of the audit conducted from the period 1.4.2010 to 31.3.2013 is still awaited from the office of the Accountant General J&K Srinagar.
The accounts of both Islamic University of Science & Technology, Awantipora, Kashmir and Baba Ghulam Shah Badshah University, Rajouri have been audited upto March 2013 by the statutory auditors of the Universities namely M/S Gupta Gupta& Associates.
Replying to supplementaries by   Mr. Mohammad Ashraf Mir and Sheikh Ghulam Rasool, the Minister informed that the Campuses of both the Universities are functional.
Replying to another question by Mr. Showakat Hussain Ganaiethe Minister informed that the Higher Education Department has constituted a Committee to look into the feasibility/ other parameters and to devise a mechanism for establishment of new Degree Colleges in uncovered areas of the State.
The Minister said that the Committee has visited most of the identified places/ areas and has submitted the feasibility report which is under examination of the Department.  Establishment of Degree College in Wachi constituency has not been found feasible by the Committee, he maintained.

Two projects under CRF for Leh recommended to MoRTH: Wani
Minister for R&B, Mr. MajidWani replying to a question by Narboo Gailchanin the House said that the R&B department has recommended two projects under CRF toUnion Ministry of Road Transport &Highways (MoRTH) for approval and funding during the current financial year for Leh District.
The projects include Construction of road from Choglamsar to Spiluk and Skalzangling to Agling and construction of link road from Mathoo to Staknaamounting to Rs. 34 crore and Rs. 18.40 crore respectively.
Rs. 520 crore allocated for new, ongoing projects for 2014 for UD& ULB deptt: Jora
Minister for Urban Development & Urban Local Bodies, Mr. RigzinJora replying to a question by Syed Naeem AkhterAndrabi informed the House that an amount of Rs. 520 crore have been allocated for new and ongoing projects for the year 2014 for Urban Development & Urban Local Bodies department . About 14 Project costing Rs. 823 crore has been sponsored during 2013-14 for which an amount of Rs. 109.38 crore stands released.
The Minister said that deviations reported by the 3rd party Monitoring Consultants are being discussed in the quarterly meetings and Project Executing Agencies are being instructed to adhere to the guidelines of the scheme and carry on the rectification as per the 3rdparty observations.
Mr. Jora said that under JNNURM scheme, 150 buses of varied versions were purchased from M/S Tata Motors Limited in the year 2010 and have been placed at the disposal of J&K SRTC for operations & Maintenance.  As reported by the Managing Director, J&K SRTC, the buses are in operation on Inter-State and Inter-district routes, besides plying between Jammu & Srinagar.

34 hydel projects under various stages of implementation in erstwhile Doda district: Vikar
Minister of State for Power, Mr. Vikar Rasool while replying to a clubbed question by Mr. Naresh Kumar Gupta, Syed Asgar Ali and Mr. Sham LalBhagatinformed the House that the 32 projects are in operation in the State, with aggregate capacity of 2813.46 MW. These comprise 21 projects with capacity of 761.96 MW in State Sector, 7 projects with capacity of 2009 MW in Central sector and4 projects with capacity of 42.5 MW in private sector. He said that there are 4 hydel projects including Baglihar-I, Bhaderwah,Dulhasti and RanjalaDunadi in operation and 34 hydel project under execution by various agencies in erstwhile Doda district.
The Minister  said the DPRs of 1856 MW Sawalkote HEP has been submitted to CEA for TEC which is under appraisal and  concurrently Geological Investigation works and Environmental Impact Assessment studies are under way. He said 850 MW Ratle HEP has been awarded to M/S GVK Developmental Project Pvt Limited through competitive bidding process. The project is presently under implementation and is targeted to be completed in 2017.
The Minister informed that 190 local and non- local youth have been engaged by GVK and its sub- contractors. He said the developers and their sub- contractors have been advised by the JKSPDC to give priority to locals while making recruitments in order of preference to people whose land comes under the project, people belonging to the concerned village, neighbouring villages, concerned administrative blocks, district, adjoining district and people of the State.  He said 23 subcontractors/ vendors have been engaged by M/S GVK and M/S L&T for carrying out various works and providing services, out of which 22 are from J&K State.

Over Rs. 11 cr realized as fine from traffic violators
Minister of State for Industries and Commerce, Mr. Sajjad Ahmed Kichloo replying to a question by Mr SubashChander Gupta informed the House that an attractive Central Government package through Prime Minister’s Employment Generation Programme (PMEGP) is available for youth self-employment.
The Minister informed that as per the package, the maximum cost of the project/ unit admissible under manufacturing and service sector is Rs. 25 lakh and Rs. 10 lakh respectively. The beneficiary contribution for Reserved Category i.e SC/ST/OBC Minorities/ Women, Ex-
Servicemen, Physically Handicapped, NER, Hill and Border areas etc. is 5% and subsidy @ 25% and 35% for urban and rural areas respectively. The balance amount of total project cost is provided by the banks as term loan.
The Minister said that 2886 kanal of land has been transferred to SIDCO for development of the Industrial Estate Ghati in Kathua. The cost of the project is envisaged at Rs. 58.23 crores. The development works have been taken up and the project is being completed in two phases over a period of three years for which Administrative Approval stands accorded.   Consequent to the grant of Environmental clearance by the Union Ministry of Forest & Environment, the action on allotment of land to the prospective entrepreneurs has been initiated.
Mr. Kichloo further informed that to encourage entrepreneurs to setup their units in the State, the State and Central Government provided various incentives to aspiring entrepreneurs.
Replying to another clubbed question by Vijay Bakaya and Bashir Ahmad Magray, Mr. Kichloo said that M/S RITES Group of consultants has been engaged for developing a comprehensive mobility plan for the twin capital cites of Jammu and Srinagar for which a comprehensive plan of Rs. 20,353 crore and Rs. 12,921 crore respectively has been prepared and the same would be submitted to the Union Government for approval and funding after the firm submits the Detailed Project Reports.
Mr. Kichloo said that during the year 2013, as many as 5, 44,338 violators have been booked and a fine of Rs. 11.27 crore has been realized. He said that Mobile Traffic Vehicle Squads have been deployed on vulnerable routes to check traffic jamming and prevent traffic violations. He said that construction of Phase-I Circular road Pulwama, having a length of 6.80 km has been taken up under State Sector at an estimated cost of Rs. 28.23 crore against which an amount of Rs. 11.65 crore stands released so far.
The Minister further informed that a road length of 2.67 km connecting Pulwama-Shopian road with Pulwama-Awantipora road stands completed upto B.T status Construction work of additional length of 1.00 Km from Pulwama-Awantipora road to Pulwama- TahabNaina via Watch road stands allotted. The acquisition proceedings for the remaining road length are under way. The development part on the said portion of road shall be started after completion of the acquisition proceeding.
Mr. Kichloo said that Hydraulic wrecker for the purpose of lifting of wrongly parked vehicles in twin cities of Jammu/ Srinagar have been hired which has provided rich dividends in dealing with the menace. He said construction of flyover at BikramChowk Jammu, flyover from Jahangir Chowk to Rambagh, four lane of National highway from Kunjwani to Satwari, Jammu will ease traffic pressure to a large extent, thereby helping in overcoming the inconvenience caused to the general public.

LC passes 2 Bills
JAMMU, FEBRUARY 26- Two Bills were passed in the Legislative Council today after detailed discussion.
A Bill to provide for the acquisition of the rights of user in land for laying of gas pipelines and other underground public utilities in the State of Jammu and Kashmir and for the matters connected therewith (L.A Bill No. 1 of 2014) as passed by the Jammu and Kashmir Legislative Assembly, was moved by Minister of State for Revenue, Ajaz Ahmad Khan and passed by the House by voice vote.
The House also passed a Bill to make certain temporary provisions for the local areas of Jammu, Katra and Srinagar and for matters connected therewith or incidental thereto ( L.A. Bill No 5 of 2014) as passed by the Jammu and Kashmir Legislative Assembly, moved by Minister for Urban Development and Urban Local Bodies, NawangRigzinJora.
The Members who spoke on the Bills included Sheikh GhulamRasool, G.N.Monga, Mohammad Ashraf Mir, B.R.Kundal, Syed Rafiq Ahmad Shah, Syed Naeem Akhtar, Naresh Kumar Gupta, Khalid Najeeb Suherwardy, Jahangir Hussain Mir, Dr.B.A.Veeri, Jugal Kishore Sharma, Devindar Singh Rana, G.Q.Pardesi and Revinder Kumar Sharma.

JAMMU, FEBRUARY 26: On behalf of Chief Minister, the Minister for Planning, Labour and Employment, Mr. Ajay Kumar Sadhotra today laid on the table of the House, Half- Yearly Reports of the State Vigilance Organization for the periods of 01.01.2013 to 30.06.2013 and 01.07.2013 to 31.12.2013 as provided in Section 9- A of the Jammu and Kashmir Prevention of Corruption Act, Samvat 2006.
On behalf of Minister of Law, Justice and Parliamentary Affairs, Mr. Sadhotra also laid on the table of the House, a copy of the Annual Action Taken Report on the recommendations of SHRC for the year 2012-13.

JAMMU, FEBRUARY 26: Secretary, Legislative Council, Mr. Mohammad Ashraf Mir today read the messages received from the Jammu and Kashmir Legislative Assembly regarding the Bills passed by the Legislative Assembly at its sitting held on 25th February for recommendation/ consideration of the Legislative Council and laid the Bills on the Table of the House.
The Secretary also read the message received from J&K Legislative Assembly regarding recommending two Members each from Legislative Council to associate with the Committee on Public Accounts, Committee on Estimates and Committee on Public Undertakings of the House for the period ending 31st March 2015.

Speaker orders election of 11 members of 3 Financial Committees
JAMMU, FEBRUARY 26- The Speaker, Jammu and Kashmir Legislative Assembly Mr. Mubarak Gul today ordered that the election of 11 members each for the three Financial Committees of House.
As per the notification issued in this regard, the last date for making nominations is 9th April 2014 upto 3 PM, the date for scrutiny of nominations is 15the April 2014 upto 3 PM, the last date for withdrawal of candidature is 17th April 2014 upto 3 PM and the date on which a poll shall, if necessary, be taken on 21st April, 2014 upto 3 PM
Further in terms of Regulation No. 2(1) (e) of the said Regulations, The Speaker also appoint Special Secretary, J&K Legislative Assembly Mr. M.R. Singh to act as the Returning Officer for the purpose.
