Jammu: Questioning the transfer policies of the state government, the RTI activist from the State, Balwinder Singh today held a press conference.
Talking about the pre-requisites laid by the present coalition government of delivering ‘Good Governance’, making things fair and open to criticism.
While addressing the press conference, the activist said that whether anyone believes it or not, it is true that the State Government has thrown the Transfer Policy to winds, in Higher Education Department, by political and bureaucratic connections, since that is the only qualification one should have now in addition of sycophancy.
As per Mr. Singh, a very shocking and unbelievable revelation is made in the RTI reply from all the Colleges of Jammu District. According to the reply, a professor in Govt College for Woman Gandhi Nagar, had a record period of 33 years to her name, with no transfer.
He further added that it is very unfortunate that as per the GAD guidelines the maximum period for stay in a particular place should not be more than three years. Contrary to the rules, the Education Department is lagging behind and far behind. He said that the Government despite its repeated attempts to bring transparency in the system has failed every single time.

In the Govt College of Education, six Assistant Professors have been serving for more than six years. Likewise, in Govt Degree College Bishnah, four lecturers with more than four years in the same institution are present. Govt College of Engineering and Technology(GCET) has a total of 26 lecturers that have been in the same place for a period varying from 8 to 20 years.
On the other hand, in Govt Woman College Gandhi Nagar, more than 15 professors with periods more than 9 years have been teaching. Similarly in Govt SPMR College, four professors with more than six years of stay and in Govt Science College, almost ten lecturers with more than seven years of service are present.
The RTI activist along with, Ayaz Ahmad Khan and Manmohan Singh and Sharanjit Singh, have urged the Minister for Education to kindly look into the matter and put in place the transfer poilcy in a fair and transparent way.
