JAMMU – Maintaining that the government has put in place a vibrant mechanism for ensuring that the benefit of various flagship schemes percolates to the ground level, the Minister for Rural Development and Panchayats, Mr. Ali Mohammad Sagar has said that the empowerment of Panchayats is one of the major initiatives in this regard.
The Minister was addressing a huge public gathering after jointly laying the foundation stone of the Model village at Nardimarg in Kulgam district with the Minister for Social Welfare, Ms. Sakina Itoo. The model village being constructed with an estimated cost of Rs. 1.12 crore will be having all the requisite facilities like Community Information Centre, play grounds and other allied things.
Deputy Commissioner, Kulgam, Mr. Jehangir Mir, Director Rural Development Kashmir, Mir Altaf Ahmad, Director Agriculture, Peerzada Mushtaq and other senior officers of district were present on the occasion.
Mr. Sagar said that the government has ensured overall development of all the regions of the state on equitable basis and in this regard several flagship schemes have been introduced which have been responsible for changing the socio-economic profile of the people living in these areas besides providing much needed job opportunities to them at their doorsteps.
While referring to the initiatives under taken by the government for tackling un-employment and providing the employment avenues to the youth of the state, the Minister said that under UDAAN, HIMAYAT employment has been provided to around 17,000 youth in various nationalized banks and 70, 000 more jobs would be provided in the near future. He said that Entrepreneurial Development Institute (EDI) has also been set up whereby the youth can set up their own income generating units and contribute their bit in generating job opportunities to the educated and skilled youth.
Referring to the creation of new administrative units, the Minister said that this historic step taken by the government would ensure fast based development of these areas. He said that certain parties are trying to mislead the masses but the people of the state are wise enough to understand their mechanizations and would give a befitting reply to them in coming future.
Terming the empowerment of Panchayats one of the major initiatives undertaken by the government for ensuring the decentralization of powers to the grass root level, the Minister said that these basic units of governance have been adequately empowered with the powers of 14 vital departments and the necessary instruction have been passed down the line to ensure that they are involved in implementation and formulation of various welfare programmes.
Speaking on the occasion, Ms. Sakina Itoo said that the government has undertaken several flagship programmes for the people of the state especially those living in rural and far-flung areas and the new initiative of providing a model village for every constituency of the state would ensure that these areas come up at par with the urban areas.
She further asked the people not to pay heed to the divisive propaganda certain political parties who are bent to create chaos and confusion for their ulterior political motives. The people should acknowledge the work done by the present government for elevating their socio-economic profile and actively involve themselves in taking the benefit of various schemes.
