The road- widening work at Panthyal is in progress to enable the national highway of two-way traffic. However, keeping in view condition of the road, allowing two-way movement of all sort of vehicles on the NH seems not feasible.
However, keeping in view the need of tourists and emergency services, movement of Light motor vehicles on the NH only shall be commenced both ways from 10.05.2017 onwards for a specified time only.
Therefore, subject to fair weather, good condition of the road, clearance from Traffic Control Units, the movement of all sort of traffic (excluding Trailers/multi-axle vehicles) shall be allowed from Srinagar towards Jammu side in a regulated manner on 10th May. Movement of vehicles shall be allowed from Levdora (Qazigund) from 0700 hours and all these vehicles shall cross Jawahar Tunnel by 1300 hours positively. However, in order to avoid congestion on the NHW, cut off timing for all the Jammu bound vehicles shall be 1000 hours at Pantha Chowk (Srinagar) beyond which no Jammu bound vehicle shall be allowed to cross the said location and instead these vehicles shall be parked at appropriate places in an orderly manner so that no hindrance is caused to the normal traffic. Close coordination between the field staff, especially Dy.SSP/DTIs deployed from Srinagar to Jawahar Tunnel is imperative and therefore should be ensured. They should also ensure strict implementation of prescribed cut-off timings for effective management of traffic on the NHW.
Similarly, on 10.05.2017 movement of LMVs/Light Passenger vehicles only (excluding medium/heavy passenger vehicles viz. Tempo Traveller/buses etc.) shall be allowed from Jammu towards Srinagar side but in a very strict and regulated manner. Movement of such type of vehicles shall be allowed from Nagrota (Jammu) from 1000 hours up to 1300 hours and from Udhampur up to 1400 hours only.
Strict implementation of the cut-off timings/traffic plan, as above, shall be ensured. Moreover, the commuters are advised to exhibit the highest order of driving discipline and avoid overtaking on the NHW so that there is no jamming/ congestion on the NHW.
No movement of any sort of Medium/Heavy motor vehicles including convoys of Army, BSF, CRPF, ITBP, SSB etc. shall be allowed from Jammu towards Srinagar side on 10.05.2017 under any circumstances to avoid traffic congestion on the NHW.
All the Dy.SSP/DTIs are directed that vehicles are not parked in any landslide/ vulnerable zone of NHW especially from Ramsoo – Jawahar Tunnel – Levdora under any circumstances. All the vulnerable/slide prone zones should be kept free from all sorts of traffic to avoid any eventuality.
People are requested to undertake the journey on the National Highway after confirming the status from TCUs as the chances of occurring of sudden landslides on the NHW cannot be ruled out. They should contact TCU Srinagar (01942450022, 2485396), TCU Ramban (9419993745) and TCU Jammu (01912459048, 9419147732) to get the status of the road before starting their journey. They shall also contact Traffic Police officers viz. IGP Traffic J&K (9419192362); SSP Traffic, Rural Kashmir (9419091281); SSP Traffic NHW (9596304020); Dy.SSP Traffic Udhampur/Reasi (9419013015); Ramban (9419185925); Banihal (9419233978) and Dy.SP Traffic, Kulgam/Qazigund (9796959260) in case of any assistance en-route.
