SRINAGAR, AUGUST 27: Minister for CA&PD, Choudhary Zulfkar Ali has directed CA&PD authorities for early lifting and stocking of food-grains as per updated list to various sale outlets so that ration distribution is started as per the fresh survey by next month. He called for devising a fool-proof broad-based policy for ration distribution as per fresh survey conducted by the respective Deputy Commissioners.
The Minister gave these directions while chairing a meeting to review the preparation for implementation of ration distribution as per Census-2011. He said the authenticated lists received from the respective Deputy Commissioners shall be considered as final and authentic and Village Level Monitoring Committees would be constituted to ensure the rations reach the ultimate beneficiaries.
Vice-Chairperson Gujjar-Bakerwal State Advisory Board was also present in the meeting.
Ruling-out any amendments and extension in delivery period, the Minister asked the functionaries to ensure that there should be no pilferage in the supply of ration to beneficiaries. He directed for constitution of village level committees to check the distribution of ration and for strict monitoring by the independent persons.
“The Village Level Monitoring Committees so constituted shall help in checking any attempt of pilferage at the basic level, which shall go a long way in promoting transparency in whole process of ration distribution”, the Minister emphasized.
Zulfkar said that with the active involvement of the people, the process of ration distribution shall be streamlined as “there should be no room for black-sheep, who have tarnished the image of the department.”
The Minister warned the field functionaries and those involved in distribution of ration supply of the dire consequences in cases of any complaints of pilferages and wrongdoings.
“The present dispensation would not tolerate any malfunctioning and those responsible shall have to face the process of law”, Zulfkar said. He also reminded the functionaries about the commitment made by the Chief Minister Mufti Mohammad Sayeed for equitable distribution of ration supply to the beneficiaries.
On affording hassle free ration supply to the nomads, the Minister asked for formulation of a policy in this behalf after due consultations with the Deputy Commissioners of the respective districts. He said the government stands committed to provide ration to every family on the prescribed scale.
Commissioner Secretary CA&PD, Director CA&PD Kashmir, Assistant Directors of all districts besides senior officers of the department attended the meeting.
